As a rough guide: a broken supply line, toilet overflow or appliance leak is a straightforward restoration job. Water that came in from outside during a storm, or anything that smells like sewage, is a contamination job and follows a different set of rules from the first minute. A damp area that has been that way for weeks is likely a mold question. And if you are not sure whether the water is still arriving, treat it as an emergency and say so.
